What is it about?
Non-EU nationals who wish to stay in Belgium for up to 90 days must have sufficient personal financial means.
If they do not, you can sign a commitment to provide support for that person. The Immigration Office prefers this option.
What are the requirements?
Who can sign an annex 3bis?
Any Belgian or non-Belgian who has sufficient financial means.
If you are a non-Belgian, you must also have unlimited residency rights. You have unlimited residency rights if you hold a B, C/K, D/L, M, EU/EU+, or F/F+ card.
For whom can you sign an annex 3bis?
For non-Belgians who:
- are not nationals of an EU member state
- will stay in Belgium for up to 90 days
- cannot prove they have sufficient personal financial means
What do I need to sign the annex 3bis?
- A copy of your ID card if the guarantor is Belgian,
- A copy of your residence card if the guarantor is not Belgian,
- Proof of sufficient financial means of the guarantor, such as payslips from the last three months if employed or the latest tax assessment if self-employed,
- A copy of the passport of the person coming to Belgium.

What are the steps?
Step 1
Fill in the annex 3bis and sign it. Note: You must print the annex double-sided.
- You can find the form at the bottom of this page under 'Documents'. Download the form and type the details into the document.
- Alternatively, request the form from Migration. This can also be done during your appointment for the legalisation of Annex 3bis.
Step 2
Have your signature legalised.
- Make an appointment with the Migration Office at the City Office or in the service centres in Gentbrugge, Sint-Amandsberg, Nieuw-Gent, Wondelgem, or at the Rabot district office.
- Or visit the City Office without an appointment. Choose ‘I don’t have an appointment - make an appointment’ at the ticket kiosk. A staff member will direct you to the correct counter. If this is not possible at that moment, they will book an appointment for you.
Step 3
If the person for whom you have signed an Annex 3bis needs to apply for a visa at a Belgian diplomatic or consular post, you will receive the annex 3bis immediately.
If the person for whom you have signed an annex 3bis does not need a visa or must apply for a visa at a diplomatic or consular post of another Schengen state, we will forward the annex 3bis to the Immigration Office. They will assess whether the guarantee is approved. Once a decision has been made, we will invite you to collect the annex 3bis. No appointment is required.
